2.5. Hidden Card Error Removed upgrade path for professional REL. Simplified errors with face-down cards to be removed from the game with a Warning. This includes cards that can't be equipped face-down and cards that are equipped to the wrong zone (previously a Miscommunication infraction).
2.7. Presenting Cards Error Updated upgrade path for transcend cards, so that player's only receive an IP2 if it cannot be corrected by the judge. This means that if the player can't agree AND the judge can't determine the correct orientation from the gamestate, the card is left as-is and the player receives an IP2.

General rewording of some philosophy throughout the document.
1.1 Philosophy Moved “when a judge should intervene” paragraph to the next section.
1.2. Handling an Infraction Updated to state that judges should intervene in games with the exceptions of missed triggers with a caution penalty, or when players mutually resolve an infraction with a caution/warning penalty. This means judges are expected to intervene in situations of slow-play, and other infractions with a caution penalty.
1.3. Types of Procedures Added making cards public or private part of the partial fix list. I.e. turning cards face-up or face-down as part of the list of acceptable partial fixes for a gamestate.
2.2. Failure to Maintain Game State Explicitly mentioned that the penalty is not automatically upgraded

3.3. Slow Play Updated the pathway for slow-play to be a tournament-long, three-strike game loss system. Caution before you give a warning, 2 Warnings, and then a Game Loss. Warnings are tournament-long and do not reset at the end of the day (unlike other tournament infractions).
3.4. Decklist Error Downgrade now applies during matches as well, and not just between matches. Players should be incentivized to report errors as soon as they spot them, and not wait until the match is over before calling a Judge.
3.5. Card-Pool Contents Error Removed the example of a promotional card in a card-pool being a card-pool contents error, as it is an exception.
3.9. Miscommunication Updated with an example about (cloaked) face-down equipment being in the wrong location for the standard layout. Added new procedure and penalty specifically for cloaked equipment, where the offending card is removed from the game.

1.3 Intellect Penalty - Minor (IP2) / Major (IP5): Modified how IP penalties work for the players starting second at the beginning of the game. IP counters are reduced by one whenever you draw to the hero’s intellect (except the very first draw during the start of game procedure (section 12.8 of the Comprehensive Rules.)).
